My daughter is 17 and graduated from JC in Denver - yes she passed the test. She signed on with their Management Company and she has earned more than $1000 in the past few months (1/2 of that before she graduated). It has opened the door to other modeling opportunites for her. She has never had to work for free - one catalog said they couldn't pay but she could select 6 clothing items of her choice - that was fine with her. It seems the people who are pissed don't put into it what is required to make it work.
